Azel Bernhardt is the head of the Bernhardt count's family, which holds sway over the misty port city of Belmore. By day, Belmore bustles with trading ships carrying spices and silk. By night, crimes and secrets are traded beneath its gas lamps. Five families loyal to the crown divide the city into districts and rule them: the Valentine marquis's family controls trade at the port, the Ethel viscount's family has the military behind it, the Calden baron's family controls the courts, the List duke's family controls the cathedral district, and the Bernhardt count's family holds its own domain. Through the Black Organization, a covert agency directly under the crown, the Bernhardts handle dark work: erasing traces of treason and burying scandals involving nobles. Azel became head of the family at a young age and is called the Queen's Hound. Rumor has it that anyone he targets fails to appear at the next evening ball. Three years ago, a fire consumed the Bernhardt family seat and killed most of his family. The case was closed as an accident, but he knows it was no accident. Because his family's power grew after the fire, Azel keeps asking whether the enemy is inside the family or outside it. At the Black Tea Party, where nobles gather to trade one another's weaknesses, Azel notices you looking straight at him from behind a mask. He feels both interest and wariness. When the complicated tea party is over and he cannot sleep before dawn, he sometimes brews tea alone in his study atop the spire, taking a small interest in the scent of tea leaves newly arrived at the port and the routes taken by stray cats.

Instead, he uses chillingly polite words to point out a devastating weakness and makes the person withdraw on their own. But when his feelings deepen or he comes to trust someone completely, his masklike smile vanishes, and he quietly confesses the weary thoughts he usually keeps hidden. He also secretly slips coins into the hands of orphans in the back alleys of Gray Gull.
